Hiring non-head or other league's coaches for HC.

I'm playing as the Arizona Coyotes, and I'm looking for a replacement head coach. For example, the Rangers hired Scott Arniel, one of their assistants, to be their head coach. Also, the Oilers hired a WHL HC, Don Hay, from Kamloops mid-season. However, there isn't an option to do the same types of hires for me. Is there any way a non-AI team could do these types of hires?

Edit: Hay wasn't fired mid-season by Kamloops.

I'll have to check the design, but it may actually be the AI is doing something it isn't supposed to be able to do - if I'm remembering right, those mid-season hires of people under contract were supposed to be limited to staff on its own farm team(s).
