Playoff Eligibility Issues

I run an online league currently on 17.11.73. We have post season roster rules enabled and set to secondary roster (40-man roster).

Multiple teams have players who have been on their 40-man roster all season (some multiple seasons) who are not showing a playoff eligible.

I have a prospect who was put on the 40-man 2 winters ago to protect him from the rule 5 draft who is not showing as eligible (he has never played in the majors but I didn't think that was required to be eligible).

Has anyone seen this issue? Anyone have any explanation why some guys on the 40-man as of august 31st would not be PO eligible?

Edit: found at least 1 player added to a 40-man roster on August 31st which should make him PO eligible but he is not.
