Unable to change resolution upon startup

When i start the game up the game is zoomed in way too much but no matter what i change the resolution too it loads up zoomed in every time.

his is only on my laptop and its fine on my desktop for the steam version

What resolution does your notebook have? Maybe post a trace file and we can look what it is but my best guess is that your Notebook has the minimum resolution and the game goes into fiullscreen mode.

The resolution on my laptop is 1920 x 1080. ive tried changing the resolution of my laptop but it opens up zoomed in each time

See this line:

Screen Size: 960 Width, 540 Height; Available Screen Size: 960 Width, 512 Height, Screen-Size w/o Border: 950 Width, 485 Height, DPR: 2

Your zoom is set to 200% (or something similar) and for that reason your resolution is only 960 * 540. Move the zoom down until you have at least 1280*768, otherwise the game will not work.

How do i change the zoom? Thanks for all the help by the way

I have a German Windows, so I can´t really help. Maybe someone with an English Windows can help here?
