International Amateur FA issue- computer not signing players

I just finished the first season of an offline traditional league that I started on Oct 2 after DLing the most recent update. The International Amateur FA settings are default. For some reason no other team except mine signed a player. I'm not really sure what the "end" of the period usually is, as the players typically are all signed pretty quickly. I'm heading into arbitration in the off-season and the International FA option is still available on the MLB menu (see attached). I did not notice this before now, but there are currently 34 players listed as available on the International Amateur FA page. This is after I signed a approximately 15 players. As I said previously, I have the settings on default, so there should have only been 30 total. This is not as big of a deal for now, unless it persists, but I've noticed at the same time, trading with the AI has been almost impossible since my last save. I'm not sure if something happened with the save or what. Please advise.
