Setting MLB draft more than 35 rounds?

No matter what I seem to try, I can't get an MLB first-year draft more than 35 rounds. I can select have 40 rounds, when I go into the draft it says 40 rounds, but they drafting stops at 35.

I've checked to make sure I have enough generated people in the pool, and that seems to work normally. First three years of a game, I generally just set it to 35 days prior to generate, delete then regenerate fictional draftees in 30 days prior.

It seems like an issue with the default draft order. I decided to redo the draft class, and they drafted the full 40 rounds.

I simulated to the next year, and they went though the 1st round, sup round, and then all though 40 rounds again.
