Is there a way to clear all injuries?
I understand I can set my injuries lower, but can I clear all injuries when starting a league?

Yep. I think it's the League Settings screen you can reset all injuries. I always do this with the MLB Quickstart.

You can also do it individually through
MLB | Player Info | Current Injuries. I usually use that and leave the "nagging" injuries alone and reset the "Big" injuries. It is all personal preference, but this gives you a little more flexibility. ![]()

Note... it doesn't clear suspensions! Just in case some players are still hidden, or you are doing an expansion draft. I haven't tried in v.17 but previously the AI would try to put those guys in the rotation/starting lineup and mess things up.
