International complex error was not fixed in build 53

I downloaded newest fix from this week and I tested using an existing league and a brand new one and still can't see intl complex if I have international amateur free agents off but discoveries on. I turned on intl free agents and it appears.

Then it's working correctly. The complex is only used for IAFA. Not discoveries or IEFA.

Scouting discoveries do go into the international complex.

*never mind, found that I missed a case again

At least we don't clear the complex, but looks like scouting discoveries aren't going to the international complexes if international amateur FA are off.

thanks. I don't need international amateur free agents generated since I have a ton of international leagues but I do want discoveries on to pick up kids from non-league international countries.
