Free Agent Draft in Established League - 40 Man Roster?

I let a league run for a decade, dumped all the players into free agency, took over a team, then started a free agent draft.

1. Do the first 40 players you draft HAVE to be on your 40-man squad?
2. Many players have a contract demand, despite having little or no experience. Will I be forced to give them something close to what they want, even if I immediately send them down to the minors?

Another add-on question, as well as a bump:

When setting up a Free Agent Draft, should I only run it for 20 picks? What happens to the remaining players? Would it be a free-for-all for all remaining players?
