Is there any way to have draftees always sent to GCL?

Because the way it works right now, they're sent to the DSL, which is super annoying, and also incorrect.

I usually will just delete the dsl.

could just make it so there are no foreigners in the DSL, not as realistic but beats having ton of your recent draftees in the DSL.
