Force Starting Borderline SPs in the Minors

My minor league managers are in charge of minor league lineups and rotations. My situation is a historical league where ghost players are allowed. If I force start a SP who's projected roll is, say, Bullpen/Emergency Starter, the minor league manager still won't put him in the rotation.

Syracuse is the team I am having the issue with.
