Fictional help

I want to use real MLB players and real minor leagues in a fictipnal league with a fantasy draft. Can it be done?

The quick answer is yes. BUT it might depend on what you mean by fictional. If you just want teams in different cities or different divisions then yes it's just a matter of starting a real MLB league and releasing all players and setting an inaugural draft (the box to check is in the game settings) then edit the league structure or team names as you desire.

That is what I do and it works fine - I presume it will work the same in OOTP17 with the minor league players, but I am uncertain.
