Import Historical Player ??

I can't seem to find "Import Historical Player"

In 16 it was under Transactions, Free Agents, then a small scroll bar on the right side "Available Actions" one option was "Import Historical Player"

Where is that in 17 ???

It is still there when I run an All time greats quickstart
but I don't see it when I set up a custom historical game did I forget to check an option somewhere ?
