Add an "offseason DL" check box

Prior to OOTP16 patch #6, there were no restrictions on offseason DL usage. Patch #6 changed things so that players on the DL must be activated in the offseason.

This had the side effect of forcing teams to cut players if they have a guy coming off the 60-day DL, because the AI tends to have a full secondary roster at the start of the offseason.

To allow greater roster flexibility (and to avoid the associated AI issues), I would like to see a checkbox to enable DL use in the offseason.

I don't dispute the possible need but I'd prefer the roster AI to be fixed to manage the real life rules properly. Teams cut players in real life right after the WS.

i noticed that change as well. Good idea if we could allow off-season DL again. i'd be in favor of that.

Currently in MLB players are removed from the DL during the offseason after the date for players to declare themselves as free agents. As long as you do not have more players on the 60-day DL than free agents on the 40 man roster, there is no problem. changing the dates for free agency and removal from the DL would be the easy (and accurate) fix.

That is how it works in real life. The DLs cease to function on the date for the filing of the reserve lists (Nov. 20th if I recall correctly).

That ought not to be a problem since the club should be able to DFA a player at the same time it reinstates a player from the DL, thus not exceeding the 40-man limit, if it is at the limit.

Seems to me the best way to handle this is to fix any AI hiccups in terms of it not properly assessing its player roster situation.

In OOTP, the date is the first day of the offseason IIRC, which of course leads to human teams exploiting the rule.
