All-Star Game representation

Apologies if this is answered elsewhere, but a quick search didn't reveal it. Here's my question: Is there a way to set up a league so that every team gets a player in the All-Star game? Thanks in advance for your help.

Game Settings - League Settings - Options - with the other All-Star Game stuff. There's a box which says "Force all teams to be represented." You can only make the changes in the offseason.
