Literally Every Player in my League is 5 stars - Help!

Here's my setup:
-1995 historical start
-add second league to run along side MLB
-delete all the players from fictional league, move all MLB players into FA, with the intent to delete MLB after doing a fantasy draft
Settings:

I've tried all sorts of combinations of the above settings, nothing sticks. I almost got it right by changing ratings relative to MLB, but then I exited my game, came back in, and it was turned off again, no matter what I did.

Possible solution #1 - delete MLB before the draft. Things look great in terms of stars, but wait, what the hell, my pool of players went from 1638 to 1109. So I won't be doing that.

Also to note - all other ratings are perfectly normal, and I know I can turn stars off, but that is NOT a solution for my situation.

Please help!

This is going to perhaps be a dumb question, my apology if so, but you have thought about doing this, yes?

try setting overall relative to the selected league.

When I do, it is still the 5 star problem. Checked or unchecked, same stars.

Yea that's my process. Change a setting then hit rescout. No dice.
