Evaluating Pitchers 3 good pitches or 4 with a bad one

I'm having trouble deciding on how to evaluate a pitcher with 3 good pitches against one with 3 good and one mediocre/bad pitch. In this situation the two pitchers have the same or very similar Stuff, Movement, and Control.

The 4th pitch seems like it could be more of a hindrance than a help.

I'd suggest it's apples and oranges. The bad pitch has little effect on ratings IMO so you have two similar pitchers. A more difficult comparison would be two 4 pitch pitchers one with 3 good 1 bad vs the other with 2 good or very good and 2 average pitches.
