Custom League Playoff Roster Size

I am having issues with the playoff roster size in my custom league. Rosters are set to expand from 25 to 40 on September 1st. Playoffs are active, but the roster size does not reset to 25 on the first day of the playoffs like the manual says they should.

Am I missing something?
