Yes those things influence it.

Like most things in the game variables dictate outcome, but can you provide an idea of intensity of change and time period for change?

I think only the developer could tell you that. I find the changes are always gradual. I believe adjustments occur around the end of winter meetings when the financials are being done for the following season.
