Help.... meeee.....

Let me start by saying that I haaaate the new world_default file that was implemented in the last few versions of OOTP. It used to be so simple and straight forward!

Anyway, with that off my chest, I was hoping someone might be able to help me. I created a sort of modified "states as nations" file but, for some reason, I'm getting no Hispanic players in my league. My file should be pretty straight forward (I want 92% from the US Historical ethnicity and 8% Hispanic) but I'm obviously doing something wrong.

Can someone please do a sanity check on the attached file and tell me where I'm going wrong?? Thanks!
