How much emphasis do you place on recommendations?

I am part of a stats-only league and therefor can't really see ratings. I'm forced to determine when to call players up based on their performance and the scouting director recommendation. The only problem is that sometimes there is a clearly and concise contrast between the recommendation from my scout and their performance. I'm not just talking about short sample sizes, but guys who are not listed as 'ready for MLB' or 'almost ready for MLB', yet post dominant Triple-A numbers for two or three straight seasons.

Are the recommendations usually fairly accurate, from your experience?

I only go by the recommendations when I absolutely need a guy (ie. injury situation), and the stats are roughly even (or everybody sucks). If a guy is hitting well, always give him a shot ahead of the guy who is struggling but the scouts seem to like better.

I don't get why when I hit "let AI manage minors", it doesn't move players up or down based on recommendations. I could see if the AAA rotation is full and there is no room for your AA SP. but, why would you not move a guy down, if that is the recommendation?

I will weight the recommendations a little bit when evaluating minor league pitchers. If you use your minor leagues to teach your top positional prospects (even potential utility guys) as many positions as possible, their initial ineptitude at their position to learn for that season might significantly deflate your pitching prospects' stats. I'll also use the evaluations as a tiebreaker when I'm torn between promoting/demoting two roughly equivalent players.

Just look at FIP then to compare pitchers, problem solved.

Not completely, though. There's still the impact of the added pitches within a relatively short timeframe from bad defense, which can combine with the AI's interest in leaving a starter in for 5+ IP that could lead to more, harder contact that could skew FIP higher with a poor defensive team behind the pitcher. Of course it's still better than ERA, but I don't think I buy that FIP completely filters out all 2nd and 3rd-order effects on the pitchers.
