I know I saw this somewhere but can't find it. I'm getting a lot of players with Potential Ratings that are less than their current Actuals. Is this a function of the new league-specific ratings or something else? And does it mean anything?

It's user selectable on Game Settings. I like pot < actual because it's extremely unrealistic for most players past about 28 to show any significant upside.

I actually like Potential higher than Actual for an older player because it means they have started the downward slide. Helps me know who to avoid.
