Just wondering if there is an easy way to change the city id numbers within the world file, what I want to do is copy the USA and add it as another country with the same cities but obviously it would need all the city ids changing, also seeing there are around 15,000 (I think) I just need a quick and easy way to do it.

I edited Questdogs 1870_world_default file to accommodate my all Negro league vs an all Caucasian league... All I did was add two USA's by copying the existing USA... Naming one USA2 for the all Caucasian league and the other USA3 for the all Negro league... I did not change anything in the state or cities id's... Obviously changing the Nation id's and the Ethnicities in the two new USA's added... I changed the flags for the two new USA's as to be able to distinguish them easier in game...
I use this world_default file when playing a stand alone Negro League or for a segregated Caucasian league vs a Negro league...

I use Notepad++ which IMO is a good editing program for the world_default file, though I don't see an easy way to change that many id's...

I tried that yesterday and got a load of, forgot exactly but something like "error at line 5" and such. I must have done something wrong as just done it again and everything is fine, it's your Negro League quickstart and Western Canada Baseball uni's that have given me the idea of my next solo league. Going to go with 2 negro leagues the Western Canada League and a class D white league set up using the Eastern Shore unis you and knuckler did, anyway much appreciated for the reply.
