Gulf League Team Location

So basically I want to add a league in the gulf of mexico but I dont know the countries and area well enough to have a good set up for the teams. So Im basically looking for suggestions what cities/countries/teams to add into this league. Im thinking of a 20 team league and another 10 team league which would be a lower level.

You could always do a Interstate 20 division and a Interstate 10 division

Well this league is meant to be outside of America as I already have a southern american indy league. This was meant to cover the countries like Mexico, Cuba, Dominican Republic, Puerto Rico, with one or two American teams maybe. Some good suggestions so far though thanks.

And as I just realised it would more the gulf and carribean than just the gulf area. My bad.

Add Tampa, New Orleans, Houston, Cancun, Veracruz. Also consider Venezuela and Central America.

For realism, be sure to account for all the different languages of the region.
