Solo Historical Sim - Total Control

I played OOTP 10 for years and just bought OOTP14. I play solo historical replays starting with a full fantasy draft. I want to be commissioner and make all transaction and lineup/pitching staff decisions for all teams. I also want to make trades. I don't want the AI to do any of this, but it appears it is working behind my back. What are the settings I need?

In League Setup, Functions, look for a button that is labeled "Set all teams to controlled by [your name]."
