salary cap??

has anyone messed with using the salary cap, or even a large tax, to try to even out financials? I would guess that you'd need to start w/ an inaugural draft to get it to work right.

If you start with a draft, and a cap on, is the AI smart enough to draft with the cap in mind? How do salaries work in a draft? is it actual salaries, or is it based on the scales in the game?

The AI, for the most part, is able to comply with a salary cap. Unfortunately, there are a few circumstances in which the numbers will go over the cap for both the AI and human player:

1) Arbitration (which is the biggest factor I believe)
2) Purchasing of minor league contracts

There could be more, but none that come to mind right away. There is nothing that forces a GM get under the cap except for restricting the ability to sign extensions and free agents. I wish there was a way for the game to prevent players being promoted if it results in going over the cap or prevent the ability to take players to arbitration if it would result in going over the cap, but I realize this will probably be a difficult and unlikely endeavor.

Do players have salaries before they're drafted? I assumed they were calculated after the fact based on their ability, service time, and the team's financials / market.

I have played a few versions with a salary cap. First year after the draft I set it high and lower it a bit each season. Keeps me from building an all star team.

Teams seem to general follow it. No AI team has really dominated one of my leagues so trouble dealing with it could be a reason.

I ran a salary cap league one time and it worked fine. I just didn't enjoy the league - very boring.
