Scouting help (why are there so many prospects with no info)

So many players that teams hold rights for are missing OA ratings and POT ratings or even ratings of any kind. Is this a problem we are aware of? Is it a scouting issue? I have scouts in the area of some of these prospects. If anyone can tell me if I'm doing something wrong it would be appreciated.

Yea, I read that but it doesn't answer my question. It even says all prospects are given a rating. what I see is half of all those players that teams own rights of have no ratings. THe only rating you can see is their positional rating. Not hockey sense, offense, defense, or potential ratings. My understanding in every player has a assigned rating by the scouts.
