Shifts are always from the vantage point of the batter. Not sure about the second question.

EDIT: I have never used shifts within the game, I am not sure they even really matter. I have never seen the AI use shifts in the game either (well besides infield in, corners in, etc. for bunt coverage). If I saw the AI use shifts, I would use shifts.
