Historical Dynasty

So when I run a historical dynasty say from 1994 , I see that there are no FA and there is no AAA or international players . I can't seem to fill my rosters. Should I generate fictional FA ? ?

You may have to provide more information. I don't play this way myself, but I am under the impression that this option shown below provides players naturally for your draft (or directly to the majors/minors if you turn the draft off) in an historical game. If it's not working, or you need players right away, you may need to temporarily create fictional players (as commissioner) in order to proceed.
