Major league scouting budget

Does the major league scouting budget have any effect on my team's on the field performance?

What I mean is, if I set it low, does that mean that my managers aren't getting good scouting reports on the opposition and thus would have a negative impact on how the team fares?

Or, does it only affect the quality of the info I get as a GM?

I have never heard of the scouting budget affecting anything but the quality of scouting but it makes sense that it would also affect team management to some extent, one way or the other. Good scouting, good decisions. Bad scouting, bad decisions.
