You can always leave it default. I doubt that setting will screw anything up.
It depends on how you want your league to look. Do you want the players to be mainly American? (Default draft is generating mainly USA and few PR's & Canadians) or do you want it to replicate modern day RL MLB? 30 wouldn't get you there. In fact, there are over 400 IFA's signed every signing period. That setup would be 120 in the IFA list and 10 hidden IFA per team.
I run with that setup along with 40 draft rounds without adding Indies or any other leagues in my database and my league talent haven't been screwed up or bloated at all FWIW.
