How do you teach pitchers new pitches?

You wait. They may develop one, they may not. It's a random thing, AFAIK. If you're into fictional and want to utilize the editor, you could do that, setting parameters for the kinds of conditions that merit or allow you to do it (your game, your rules) and set the current and potentials accordingly.
