Earned Runs and Wild Pitches/Passed Balls
Why exactly is a wild pitch or passed ball an "earned" run? Is it not a run based on a screw up from the defensive team?

The easiest example is runner on first reaches second on a passed ball. The pitcher then walks the batter. Since the runner would have gone to second anyway the passed ball is moot for the purpose of calculating earned runs. A subsequent error could cause it to be unearned. From rule 10.16(a) A wild pitch is solely the pitcher's fault and shall contribute to an earned run just as a base on balls or a balk.
