Manager Strategy question?

I have Wilbert

Robinson as Mgr for the Robins, when I go to "Action", ask manager for strategy, the bars all stay in the middle. When I go to 'Action" and 'ask Bench coach for strategy the bars change. Am I doing something wrong, say "Commissioner mode on or off, Gm only?..In other words how do i get the "Manager" to set the strategy... Thanks...

After sleeping on it, I have the following thought on my post above regarding "manager Strategy'.
If I have say "Wilber Robinson" set as manager, the game automatically makes decisions based on his style??...and if i set it to "Bench Coach determines strategy it overides those decisions?...Would I be correct in this assessment..of course i haven't finished my coffee yet, so i am fuzzier thinking more than usual...LOL..
