Yes it was. It's the player editor when you are in commish mode.

Are you sure? It sure doesn't look anything like the payer editor plus i don't think the player editor is that new.
So i think this was just never released and has been forgotten over time

A much, much different tool. We've been able to edit players in-game for as long as I can remember. This tool is much, much different.

This tool would just be so extremely useful to the community. The roster sets would become extraordinarily complex - and I don't even mean the 2013 set. To be able to create a robust and complex 1982 set or 1995 set or 1963 set.
