Always dead-last in development
I always make a point of spending above league average on development and scouting and try to hire the best scouts across the board for scouting director. but without fail I end up last or next-to-last in the minor league development rankings. I have no clue what I'm doing wrong other than having bad drafts, but I assume my scout with excellent scouting ratings wouldn't leave me completely wrong on all drafts. Does Minor League coach staffs play a major role in this? should i focus more on higher awesome MiLB coaches? Any help here would be appreciated.

Most definitely. You can be spending plenty of money in scouting and development but inferior coaches may be holding back your player's growth. Also, you don't say how long a window of observation is. A few seasons? Many seasons? Sometimes people draw conclusions based on too small a sample.

Thanks, Bru. I'll give it a shot. I find that I'll start out ok and it's a quick decline to the bottom of the league and it seems to be the case over multiple seasons. Hopefully things will turn up after i hire better coaches.

Are you drafting at the top or bottom of the rounds?
Are you giving away your picks to FA Compensation? How aggressive are you about moving prospects for established players? If you are a consistent playoff contender who signs Type A free agents regularly the you are gutting your minors before you even have one.
