OOTP Utilities Question on All Star Game

Hey just had a couple of quick questions as I dont really know as I have never used ootpu for this part.

Minimum Plate Appearances:
Minimum Positional Innings Played:
Minimum Games Started for SP:
Minimum Innings pitched for SP:
Minimum Innings pitched for MR/CL:

Is it for a standard, modern set up? Those factors depends heavily on length of season and the era in which you're playing.
