I've been away from OOTP baseball a long time now, since 06'. I've lost my old account information considering I do not know what email I registered as in 06'.

Anyway, I'm looking to start up a league on my site. Would each and everyone of my future GM's have to own OOTP?

No. Some leagues don't require GMs to own the game, but I believe they have to use some of the web tools in the mod forum that make it easier for people to submit rosters, lineups, etc.
