Problem with relief pitching staff and simming games

I have my pitching staff set in a pretty standard way (with GM controlling the staff), but it seems that no matter what I do, the AI won't use one of my most skilled relievers. I tried putting him at many different places in the bullpen, but the AI will even use relievers who aren't in a slot of the staff screen without ever touching the guy. I even went into the strategy and had it force use at reliever, but he still has not pitched a single inning.

Set individual strategy for pitchers you DON'T want to pitch so much: give them low pitch counts and a quick hook.

For the guy you do want to use: set his pitch count at 30 for MR or at 20 for CL, and set his slider all the way to the right to leave him in the game longer. This should do the trick.
he should appear more but he won't burn out at those counts.

weird. then it sounds like one of those uncleared injury thingies. I don't know how to fix those, sorry.

Turn on the Commisioner mode, go to the player you want to use, click on edit player, scroll down to Day-to-Day injury effect (I think it might be denotated DTD in the game) and if it's anything other than 0, changed it to 0. Other than this, I have no helpful suggestion...

It was an uncleared day-to-day injury effect, sure enough, not Terry Collins objecting to the team I built Of course he got shelled his first time out.
