New CBA FA Compensation... disappeared?

I am playing a fictional league with the new 2012 CBA FA Compensation rules enabled - the league just finished its 27th season, although I ran the first 15 on auto-play to generate some history and records, and have only been playing it for the last 12.

The FA Compensation appeared to be working fine for the first several years that I was playing. However, in the most recent seasons no free agents have qualified for compensation. I used a commissioner-mode enabled manager to scroll through each team's arbitration page for the just-started offseason, and - again - no FAs are listed for compensation.

Going through each team's history, the last year I can find evidence of a compensation pick is two seasons ago - meaning this will be the third consecutive offseason with no compensation-eligible FAs.

Also possibly relevant: I have league evolution enabled, and two years prior to the last year with compensation, the league expanded by adding two teams. Is it possible that the addition of these teams has thrown the financial system out of whack so that FAs aren't qualifying for compensation?

I am running v13.7.29
