Info on other teams wants and needs?
Is there a screen that shows each teams strengths and weaknesses, wants and needs in respect to players? Something that might also show the teams direction ie; win now or build. I'm always hopping all over the place when I'm looking to make trades

The trade window does that. Go in and pick another team. The center section gives you a lot of info about relative weaknesses of your team and theirs.

Are you talking about the regular Trade Player Screen? I was wondering if there was one screen that showed a capsule summary for each team.

Oh no... I am talking about the trade screen. It is one at a team. If there is a screen that summarizes each team it is well hidden and I am unaware of it.

The league Positional Strength by Teams and the Positional Strength by Positions reports tell you what the AI is looking for by position, or when a team may have a surplus of good players at a position you need filled. The league Financial Report gives you the rest of the info that the AI is taking into account. I use these to figure out to prioritize teams in an attempt to do a trade.
