Add on error message

Anyone know how to fix this? Trying to use add ons and this message keeps popping up. ADDONS_DIALOG install_file - could not open $basedata folder.

I have tried skins and other add ons and same message. Happens when I hit install.

Ok let me say that it is only for skin install.
