almo Major Leagues Join Date: Jul 2002 Location: Albany, NY Posts: 346	Expansion Question Is it possible to create teams now but have the expansion draft still following the season? meaning they could pick up waiver players, sign free agents, scout, etc without playing? this is what MLB did with the d-rays and d-backs. not sure if ootp allows...
