Dynamic Evolution Question

Quick question - maybe there's a thread about this I wasn't able to find:

2014 of my Mets season - Dynamic Evolution (I'm assuming this is why) says that active ML rosters have been cut to 24. Is this random or will this happen in every 2014 "replay"?

What else happens in future evolution?

It's random. In League Setup > Options, you can see all the various possible changes in the upper left. You can enable/disable any combination of them.
