Fictional starting 1871 getting no players
I have created a fictional league in 1871 twice now and both times, there aren't any players created.

Anyone else seen an issue like this?

It has something to do with the setup I was trying to use because I just created one that had players when I accepted all of OOTP defaults when creating a new league.

I have figured out what this issue is.

Whenever I start a league with no foreigners allowed and base the limit on League Nationality, I don't get any players.
