Associations for 12 to 13 switch

I have a league that was started in OOTP12 which currently consists of two subleagues of 18 teams each. All the teams originate from a city west of the Rocky Mountains. I have already noticed a trend of league evolution where teams want to move east.

Now that I have moved it into OOTP13, will it be possible in the future to go from 1 league, with two subleagues, to a situation where there are 2 or more leagues that form a new association?

You should be able to add a new league and associate it with your current one.
