Team Has Budget Room But Not When Trading

I simmed 30 years before taking over a team in my fictional league. In my first year of playing, no trades happened and every team I tried to initiate a trade with was not interested because they had no budget room in any offer I made.

Now, here in the offseason, I chose the option to Assign Fictional Financials to Teams in the idea that it would help fix everyone's apparent debt (this may have not been wise, I don't know).

So, a month later, the offseason is in full swing and I start trying to make some trades but, once again, any team I try to deal with doesn't have the budget room to make deals. They say they have -$16,000,000 million budget room or whatever. So I scratch my head. And I went and checked Team Finances under Team Statistics & Info and saw everyone in the green with plenty of projected budget room.

Why do they have plenty of projected budget room on this screen but not when I'm trying to trade? Is that something updated later on in the offseason or am I missing something altogether? Did my running Assign Fictional Finances play a role in this perhaps?

Bump... Just trying to see if anyone has any ideas about this or knows of it as a bug. I'm putting my game on hold until I figure this out and really want to play again! :P
