How do i make it so that the potential and overall ratings are based from 1-100 instead of stars?

I don't have the game in front of me, but I don't think you can. If I remember right, your only choices are stars or 20-80. (Or none.)

If you want to change to 20-80, you can do so in "Rating Scales" through the Games Options tab.
