Foreign Facilities/Foreign Signings

I hope the option to include foreign facilities is included. I'd love to put a facility in a random place like Jamaica..just to develop talent.

I'd also like to see the feature for windows for signing foreign players, so you don't get MLB teams signing free agents from Latin America at the end of the MLB season.
