Player bidding and/or signings?

Sorry, I'm new to this and haven't read around enough to really know but...

Is there a way to have player bidding (like Ichiro, Dice-K, etc. style?) where you can place posting fees and then sign to contract?

As well, aside from what your scout turns up, can you find players in other leagues/countries like the Dominican Republic and sign them? Like how MLB teams sign players (Angel Villalona, for example for the Giants, or Michael Inoa for the A's).
