Best time to call-up prospects?

Is there a "best time" to call up prospects? Lets say a guy has topped out in the minors, when is the best time to call him up?

Example, I don't really have room on the ML roster for him, but I want him to hit his potential. His ratings haven't moved in 2 months. Should I wait until rosters expand to 40, for service time and salary reasons? Or after the all-star break? Or does it really matter and I should just call him up?

To answer my own question for anyone else wondering, anytime after May is best. This way, the prospect won't accrue an entire season of service time.

I don't really think there is a best time. Whenever he is playing well is the best time.

Well, I meant for salary and service time purposes. I wanted to maximize the number of 380k seasons. And "anytime after May" was the answer I received, because it keeps them short of a full year of service time accrued.

i had a stellar middle IF who while only in his 3rd season in the minors was batting over .350 with next to no power and had no errors playing SS, 2B in approx 75 games at AAA in late june. I decided to make a trade to free up space for him since 1 of my 2 backup middle IF was struggling at .189 in 70 AB and my starting 2B was out for the season. since i have called Robinson Tovar up in late June he has hit .383 1 hr 28 rbi in 112AB and i still have 3 weeks left in the season. my reg 2B will come back with about 4 days or so to go in the season, but i plan on using Tovar at 2B in the World Series (no lcs,lds)
My league hast came to Free Agency yet, but when i do my starting 1B, 2B, and 3B will each be 36, and Tovar will take over at 3B, or 2B.

btw this is a 19th rd draft pick out of 25 rds he is the lowest draft pick to date in 4 yrs to make an impact.
